What a warehouse conversion actually costs.
A warehouse has two cost bases inside one building, and blending them into a single rate per square foot is how industrial budgets go wrong. This page prices both separately, from our own rate card.
One building, two cost bases.
This is the thing almost every industrial estimate gets wrong. An office and amenity block inside a warehouse prices like an office — partitions, ceilings, joinery, air-conditioning, data, sanitaryware. The warehouse floor prices like civil work — slab preparation, a resin floor, high-bay lighting, fire services, and very little else. The two differ by a factor of five or more per square foot, so a single blended rate is only correct for the exact office-to-warehouse ratio it was derived from.
- Area, and whether it is single storey or a mezzanine
- Partition and glazing density; meeting and manager rooms cost more than open floor
- Air-conditioning — usually fan coil units and ducted zones, a load the shell may not have
- Sanitary and ablution provision against headcount
- Data, comms room and the power the office imposes on the shell's distribution
- Joinery — reception, pantry, workstation runs
- Slab condition, flatness and moisture content — tested, not assumed
- Resin system and build thickness against the actual traffic: pallet trucks, reach trucks, or loaded forklifts
- High-bay lighting layout and emergency lighting coverage
- Fire detection, hose reels and sprinkler interface, which racking height changes
- Line marking, anti-slip to ramps, and loading-bay details
- Whether the existing floor comes up, and where the waste legally goes

This is the ladder people mean when they argue about the rate. All three are the same floor area; the difference is specification, and it is roughly two to one from bottom to top. Decide where on it you want to sit before you compare quotations, because two contractors quoting different rungs are not quoting the same job. All figures exclude VAT and are starting rates for 2026. Structural steel, mezzanine framing, racking, dock levellers, cold-store panels, compressed air and process services are quoted on drawings and are not per-square-metre items.
A 10,000 sq ft unit, priced in three blocks.
An existing warehouse shell of roughly 929 square metres: a 2,000 square foot single-storey office and amenity block at the basic standard from the ladder above, 8,000 square feet of warehouse floor on a resin system, and the site and enabling works around both. Daytime working. Move the office to the fitted standard and the project total rises by roughly AED 180,000 without a square foot changing.

Note what the three subtotals say. The office block is AED 74 per square foot of measured work at the basic standard. The warehouse floor is AED 17 per square foot. The blended figure across the whole unit is AED 35 per square foot — and it would move by half if you changed the office from 2,000 square feet to 4,000, or doubled if you took the office to the fitted standard. That is the argument against blended rates, in one table.

Mainland, free zone and Trakhees are not the same route.
Industrial fit-out approvals in Dubai depend on where the unit sits, and getting the route wrong is the most expensive mistake available at the start of a job. Confirm the current requirements with the relevant authority — we re-check them at every survey rather than working from a saved checklist.

Regardless of route: Civil Defence governs fire detection, hose reels, sprinkler interface and escape; demolition waste must go to an approved facility with certified disposal; and a mezzanine, a change of activity, or racking above the permitted height brings structural and fire review that a fit-out permit alone does not cover.
- Contractor registration in a free zone takes time and cannot be done retrospectively
- A mezzanine changes escape travel distance and the sprinkler design, not just the floor area
- Electrical load for an office block plus process equipment often exceeds the shell's existing supply
- Racking height can trigger in-rack sprinklers, which is a different order of cost
- Certified waste disposal is a documented requirement, not a skip hire decision
- Measured survey and space plan while pricing, not after award
- Structural check on the slab and any proposed mezzanine
- Fire strategy review against the proposed layout before drawings are issued
- DEWA load assessment against the combined office and process demand
- Long-lead items — resin materials, steel, air-conditioning plant — identified at survey
Why a quarter of the budget sits on the slab.
In the worked example above, substrate preparation and resin together come to AED 96,590 — about a quarter of the whole project. That is not a padded line. It is the difference between a floor that lasts and a floor that has to be relaid, which means emptying the building a second time.
- Diamond grinding or shot blasting to a sound, open profile
- Moisture content tested and recorded — the single most common cause of resin failure
- Levelling screed where the slab falls outside tolerance
- Crack and joint detailing, which a coating will otherwise telegraph within months
- System and thickness selected against the actual wheel loads, not a generic specification
- Pallet trucks and foot traffic — a coating is usually enough
- Reach trucks and loaded forklifts — a screed or self-levelling build
- Wash-down, chemical or food areas — PU rather than epoxy, with coved detailing
- Loading bays and ramps — anti-slip aggregate as a specified line, not an afterthought
- Cold or temperature-controlled areas — system and cure regime chosen for the condition

The resin floor is the critical path and it does not compress. Everything else can be resequenced around it; the cure cannot.
Common questions.
How much does a warehouse fit-out cost in Dubai?
There is no single rate, and anyone quoting one for a whole unit is guessing. A warehouse has two completely different cost bases inside one building. The office and amenity block prices like an office: from about AED 90 per square foot for a basic staff block to AED 180 per square foot and up for a fitted office or showroom standard. The warehouse floor prices at around AED 17 per square foot, because it is substrate preparation, a resin floor, high-bay lighting and fire services and almost nothing else. Blend the two across the 10,000 square foot unit in our worked example and you get about AED 35 per square foot — true for that unit, misleading for any other, because it depends entirely on how much of the floor plate is office and to what standard.
Why do you price the office and the warehouse separately?
Because the ratio between them is the single biggest variable in an industrial job, and a blended rate hides it. A 10,000 square foot unit with a 1,000 square foot site office is a different project from the same shell with a 4,000 square foot showroom and mezzanine offices, and the difference is several hundred thousand dirhams. Price the two areas on their own bases and the estimate survives a change of layout. Price it per square foot of total area and it does not.
What approvals does an industrial fit-out need?
On mainland Dubai: a fit-out or building permit from Dubai Municipality on architectural and MEP drawings, Civil Defence approval of the fire and life-safety drawings before construction starts, a DEWA application where the electrical load or metering changes, and certified disposal of demolition waste to an approved facility. In a free zone — JAFZA, DAFZA, Dubai South, Dubai Industrial City, Dubai Investments Park, or RAKEZ and SAIF in the northern emirates — the zone authority replaces the municipality and runs its own contractor registration and works permit. Trakhees governs several Jebel Ali and Dubai World Central areas. Mezzanines, racking over a certain height, and any change of activity bring additional review. We confirm which route applies at survey, because the wrong one costs weeks.
Can you put a mezzanine or office pod in an existing warehouse?
Usually, and it is one of the most common scopes we price — but it is a structural and fire question before it is a fit-out question. A mezzanine changes floor loading, escape travel distances and the sprinkler and detection design, and it needs structural drawings and Civil Defence sign-off, not just a partition layout. We survey the slab and the existing fire strategy first and tell you what the unit will actually carry.
How long does an industrial unit conversion take?
Six to twelve weeks on site for a straightforward 10,000 square foot conversion, with the resin floor as the critical path — substrate preparation, moisture testing, application and cure cannot be compressed, and nothing else can be happening on that slab while it runs. Approvals add four to eight weeks in parallel. A free-zone contractor registration, if we do not already hold one for that zone, is worth checking at the start rather than at week three.
Why does the floor cost so much of the budget?
Because in a warehouse the floor is the structure you use. In the worked example below, preparation and resin together are about a quarter of the whole project — and that is the right place for the money. A resin floor laid over an untested slab lifts, and relaying it means emptying the building again. We grind, level and moisture-test as a priced line item, every time, and we would rather lose a job on that line than come back to it.
Do you work in units that are still operating?
Yes. Phased resin flooring in a working warehouse is a sequencing problem — bay by bay, with racking decanted, containment up, and each bay returned to use as it cures. Roughly half of what we have delivered has been executed in premises that stayed open, including occupied government hospital departments, which is a harder version of the same discipline.
