Medical fit-out in Dubai is quoted at anywhere from AED 600 to AED 1,200 a square foot, which is no help to anyone. This page gives you the approval sequence, our itemised rate card, and a four-room GP clinic priced line by line.
Why per square foot fails harder for clinics.
Published medical fit-out rates in Dubai sit between AED 600 and AED 1,200 per square foot, and small-clinic totals are quoted from AED 300,000 to AED 1.5 million. A fourfold spread is not a price, it is an admission. The real driver is the share of the floor plate that is clinical, because clinical rooms carry costs that reception and waiting simply do not.
- Pressure regime — neutral consultation rooms are cheap; positive-pressure procedure rooms and negative-pressure isolation and soiled utility are not
- Sealed flooring — heat-welded homogeneous vinyl, coved and capped, over a tested substrate
- Sterilisation — a CSSD needs three physically separated zones and a one-way dirty-to-clean route, not floor markings
- Medical gas — oxygen, vacuum and medical air pipework, pressure-tested, under NFPA-99
- Radiation shielding — lead-lined partitions for dental and imaging, approved by FANR before installation
- Clinical handwash basins — one per consultation and treatment room, elbow or sensor operated
- Whether the unit is a bare shell, a previous clinic, or an office being converted
- Whether the slab has ever been moisture-tested — the usual cause of a failed clinical floor
- Existing air-conditioning capacity against the pressure regime the layout needs
- Whether the fire strategy still works once the floor is subdivided into small rooms
- Three authority submissions, and a fourth if there is radiation equipment
- Equipment, furniture and IT, which are often quoted inside a fit-out figure and should not be
Five gates, and the order is not negotiable.
The sequence below is where clinic programmes are won or lost. Each gate depends on the one before it, so a drawing error at stage two is discovered at stage five. Confirm the current requirements with DHA and your authority at the start — they move, and we re-check them at every survey rather than working from a saved checklist.

Imaging, dental X-ray and any radiation source adds a Federal Authority for Nuclear Regulation route that must be cleared before the equipment is installed, not after. DEWA applications run alongside where the supply or metering changes.

This is why the published AED 600 to AED 1,200 per square foot figures are not comparable with ours. Those are whole-project numbers — design fees, medical gas, imaging, shielding, sterilisation plant, furniture, IT and equipment, sometimes the licence consultancy too. Strip a clinic back to what a fit-out contractor actually builds and the number is a fraction of it. Ask any contractor quoting you a per-square-foot rate which of those lines is inside it; the answer tells you more than the rate does. The example above is a base-specification GP clinic. Specification alone moves a fit-out rate by a factor of two to three — our office fit-out cost page sets out the same ladder for commercial space.
What the clinical rules mean once you have to build them.
Clinical design standards read as a list of dimensions. On site they are a set of cost consequences, and most of them land on the mechanical package rather than the finishes. The figures below are the targets we design and price to; the governing document for your facility is whatever DHA issues for your licence category, and we confirm it before drawing.

Pressure cascades are the reason a clinic needs zoned ductwork and balancing rather than a few split units. Three balanced zones, as in the worked example above, is the practical minimum for a clinic with a procedure room and a soiled utility.
- Patient corridors at 1,500 mm clear — which sets how much of the floor plate is circulation rather than lettable clinical space
- 1,000 mm clear door leaves to treatment rooms, 900 mm elsewhere, lever handles, thresholds under 10 mm
- Step-free route from street or parking to reception
- One accessible WC per floor, 1,500 mm turning circle, grab rails
- Procedure-room ceilings commonly at 2.7 m or above, which can conflict with an existing office ceiling void
- Homogeneous sheet vinyl, heat-welded seams, 100 mm coved skirting with a capping strip
- Walls in washable epoxy or PU coating — plasterboard with emulsion is not a clinical finish
- Moisture-resistant, cleanable ceiling tiles; sealed in positive-pressure rooms
- One clinical handwash basin per consultation and treatment room, elbow or sensor operated, with integral backsplash and no overflow

We build inside hospitals that never close.
Most Dubai fit-out contractors can build a clinic. Rather fewer have worked inside an operational one, and that is where clinic projects actually go wrong — in a medical centre with other tenants, in a hospital wing, in a practice that cannot stop seeing patients.

How much does a clinic fit-out cost in Dubai?
Published figures for medical fit-out in Dubai run from roughly AED 600 to AED 1,200 per square foot, and small-clinic totals are quoted anywhere between AED 300,000 and AED 1.5 million. Both ranges are too wide to plan against, because a clinic is not priced by area — it is priced by how much of it is clinical. Our worked example below prices a 150 square metre, four-room GP clinic line by line: AED 207,670 of measured building work, or about AED 152 to AED 161 per square foot turnkey once preliminaries, supervision and contractor’s overhead are added. Medical gas, radiation shielding, sterilisation equipment and clinical furniture sit on top of that — and they are the reason published figures reach AED 600 and beyond. Those are project costs, not building costs. A dental or day-surgery unit of the same size costs substantially more than a GP clinic, and the reason is services, not finishes.
What DHA approvals does a clinic fit-out need?
Five gates, in sequence. A building NOC from the landlord or owners' association; the DHA inactive facility licence applied for through the Sheryan portal, with layout drawings showing reception, waiting, consultation, treatment, sterilisation and clinical waste zones; a Dubai Municipality fit-out permit on architectural and MEP drawings; Dubai Civil Defence approval of the fire and life-safety drawings before construction legally starts; and after the build, the DHA pre-licensing inspection that converts the inactive licence to active. A free zone such as Dubai Healthcare City substitutes its own authority for the municipality stage. Requirements change — we confirm the current set against DHA and the relevant authority at survey rather than working from a checklist.
Which comes first, the licence or the fit-out?
The drawings. This is where most first-time clinic owners lose a month. The DHA inactive licence is applied for on layout drawings, and in practice it needs to be in hand before the municipality permit progresses — so the design has to be right for the clinical standards before anyone prices a partition. Build first and you risk reconfiguring rooms that fail inspection. We produce the measured survey and space plan against the clinical standards, then submit, then build.
Can you fit out a clinic in a building that is still operating?
That is the specific thing we do. Roughly half of what we have delivered has been executed in premises that stayed open, including occupied government hospital wards under ICRA and PCRA infection-control protocols — hoarding, dust screening, negative-pressure zones set up before an area is opened, and clinical space handed back zone by zone. Sheikh Khalifa General Hospital has awarded us thirteen separate scopes across five trades on that basis.
Why does clinical flooring cost more than commercial flooring?
Because it is a sealed system, not a floor covering. Homogeneous sheet vinyl is laid over a ground, levelled and moisture-tested substrate, every seam is heat-welded, and the sheet is coved 100 mm up the wall with a capping strip so there is no open junction anywhere in the room. That is what makes it cleanable to clinical standards, and it is why the rate is AED 165 per square metre rather than AED 95. Skipping the moisture test is the single most common cause of a clinical floor failing within two years.
How long does a clinic fit-out take?
Build is four to eight weeks for a straightforward GP or dental unit. Approvals are the variable and usually the longer half: municipality review runs 10 to 30 working days, Civil Defence and the DHA inspection sit either side of construction, and anything with imaging, an operating theatre or radiation equipment adds a FANR route of its own. Budget three to four months end to end for a first licence, and expect the drawings, not the builders, to set the date.
